On April 18 2017, rules under the Public Procurement Act (Act No. 134/2016 Coll.) requiring electronic communication between contracting authorities and tenderers for public contracts will take effect for certain contracting authorities. The change applies to government and central contracting authorities.

As of this date, except in certain stipulated cases, these authorities will need to use electronic communication exclusively when dealing with tenderers for public contracts. It will no longer be acceptable to supply physical documents, and authorities must not, in particular, accept bids in hard-copy form. Instead, all these tenders will need to be delivered electronically. The duty to rely exclusively on electronic communication will also apply to public procurements launched before 18 April 2017. For this purpose, the decisive date is the date when the contracting authority and supplier began to communicate.

For other contracting authorities, the duty to use electronic communication will not take effect until October 18 2018.
